REPORT OF THE SELECT COMMITTEE ON THE

APPROPRIATION FOR 1947-1948 ORDINANCE

The Select Committee appointed to consider the Appropriation for 1947-1948 Ordinance 1947 together with the Draft Estimates of Revenue and Expenditure for the year ending March 31st, 1948, has the horrour to submit its report.

Details of revenue and expenditure for all departments were examined. Only specific recommendations and the more important comments are recorded in the report. Minor changes in subordinate and temporary staff are not detailed.

Head 2. Colonial Secretariat and Legislature

The Committee recommends the inclusion of a Hollerith Supervisor together with certain subordinate staff. The Hollerith Supervisor should, if possible, be a local appointment at a salary of $9,600 but the appointment of a woman to the post at a lower salary should be considered. The Committee further recommends the inclusion of provision of $23,024 for the rent, maintenance, and upkeep of the Hollerith machine. It is of the opinion that the Statistical Officer should submit a report before the end of the year in order that a review of the recommended establishment can be made.

The Committee recommends the inclusion of provision of $15,000 for temporary staff to deal with Exchange Control in order to provide a more efficient organisation.

The effect of these recommendations together with certain minor adjustments is to increase the expenditure under this head from $470,048 to $535,030.

Head 4. Charitable Services

With the establishment of a Government Reformatory, the Committee recommends the reduction of the grant to the Aberdeen Industrial School for the upkeep of boys from $10,000 to $3,000. It further recommends that the annual grant should be raised from $5,000 to $15,000. A discussion took place over the question of responsibility for minor repairs to tho School and an undertaking was given by the Government that the cost of all accumulated essential minor repairs to date would be met from Government funds but that, subsequently, the cost of minor repairs would be met by the

School in accordance with the terms of the Deed.
